Aspirant Consulting Group is pleased to announce the addition of Patrick Dolly to the firm as a Training Instructor. Sergeant Dolly brings extensive experience in law enforcement training, curriculum development, supervision, and policy implementation, with a professional background spanning both Pennsylvania and New Jersey.
Sergeant Dolly currently serves as a police sergeant with the Delaware River Port Authority Police Department, a bi-state transportation and infrastructure law enforcement agency serving Pennsylvania and New Jersey. Throughout his career, he has been assigned to a variety of operational, supervisory, training, and administrative roles, including patrol supervision, training program management, and policy development.
Sergeant Dolly has significant experience in training and curriculum development and led the design and implementation of the department’s Field Training Program for both entry-level officers and newly promoted supervisors. His responsibilities have also included conducting pre-employment background investigations, use-of-force reviews, and developing and delivering agency policy and training initiatives.
Sergeant Dolly is a certified law enforcement instructor in both Pennsylvania and New Jersey and provides instruction to sworn personnel, supervisors, and police recruits. He holds a wide range of instructor-level certifications across multiple disciplines within the law enforcement training spectrum.
In addition to his agency responsibilities, Sergeant Dolly serves as a faculty member with a command-level leadership academy and as a staff instructor at police academies in both Pennsylvania and New Jersey. His experience working with officers at all stages of their careers strengthens Aspirant Consulting Group’s ability to deliver practical, high-quality training grounded in operational reality.
Sergeant Dolly holds a Master of Science in Justice Administration and a Bachelor of Criminal Justice, both from Tiffin University.
