This course prepares supervisors, command staff, and force reviewers to evaluate use-of-force incidents in the body-worn camera era. Participants learn how digital video is created, displayed, and interpreted, including frame rate, compression, skipped or duplicated frames, video artifacts, timing, camera position, and perspective. These technical concepts are integrated with perception, attention, reaction time, stress, and rapidly evolving decision-making. Using real incidents and guided exercises, participants learn to compare video with reports, physical evidence, policy, and the totality of the circumstances, then document clear and defensible review conclusions.

Founder

John String

John String is a public-safety executive and co-founder of Aspirant Consulting Group. He serves as Chief of Police and Director of Public Safety for Narberth Borough and previously served as a lieutenant and patrol watch commander with the Lower Merion Township Police Department. His experience includes staff and inspections, accreditation, field training, canine operations, policy, internal investigations, and organizational leadership. John holds graduate training in public administration and is a graduate of Northwestern University's School of Police Staff and Command, the MALEEDS Regional Command College, and the FBI-LEEDA Leadership Trilogy.

Matthew Botterbusch is a law enforcement lieutenant and commander of a dedicated Use of Force Review and Analysis Unit. He developed the first full-time unit of its kind in Delaware and brings direct experience in force analysis, human performance, critical-incident review, and the technical evaluation of digital video evidence.
