Aspirant Consulting Group Announces Addition of Kelley Warner as Senior Consultant for Executive Search and Promotional Testing

Aspirant Consulting Group is proud to announce that Kelley Warner has joined the firm as Senior Consultant for Executive Search and Promotional Testing. Her addition strengthens Aspirant’s ability to support public safety agencies with leadership selection, promotional processes, candidate assessment, and executive-level hiring support.
Chief Warner brings more than three decades of law enforcement and command leadership experience to Aspirant. She began her law enforcement career in 1989 with the Abington Township Police Department near Philadelphia, where she served in Patrol, Investigations, and Community Policing before rising to the rank of Deputy Chief. Following her retirement from Abington Township in 2021, she continued her public safety leadership career as Chief of Police for Harrisonburg, Virginia.
In 2024, Chief Warner returned to Pennsylvania as Chief of Police for Solebury Township. Throughout her career, she has been recognized for a leadership style grounded in integrity, collaboration, professionalism, and community trust. Her experience leading agencies in different communities gives her a practical understanding of the qualities needed in command staff, police executives, and emerging leaders.
At Aspirant, Chief Warner will support executive search and promotional testing services, including candidate evaluation, structured interview processes, assessment center support, leadership profile development, and agency-specific selection processes. Her background in municipal policing, command leadership, investigations, community policing, and executive management will help agencies identify candidates who are not only qualified on paper, but prepared to lead in complex public safety environments.
Chief Warner holds both a Bachelor of Science and Master of Science from West Chester University. She is a graduate of Northwestern University’s School of Police Staff and Command, Class #313, and the FBI National Academy, Session 274. She has also contributed to professional development in law enforcement as an instructor for Penn State and the New Jersey Association of Chiefs of Police.

Chief Warner’s addition reflects that commitment and expands the firm’s ability to provide agencies with thoughtful, credible, and practical support during executive search and promotional processes.
