Aspirant Consulting Group is proud to announce that Scott Hughes has joined the firm as Director of Ohio Operations and Market Development. His addition strengthens Aspirant’s ability to support Ohio public safety agencies with policy development, Ohio Collaborative certification, accreditation readiness, leadership development, training, organizational assessment, and broader public safety consulting services.
Chief Hughes brings nearly three decades of Ohio law enforcement experience to Aspirant. He served as Chief of Police for the Hamilton Township Police Department in Warren County, Ohio, from 2016 until his retirement in 2026. Throughout his career, he served in patrol, investigations, supervision, and executive leadership roles, giving him a practical understanding of the operational, organizational, and leadership challenges facing agencies of varying sizes and communities.
In his role with Aspirant Ohio, Chief Hughes will help lead the firm’s work with Ohio agencies by building relationships, identifying agency needs, coordinating service delivery, and supporting the continued development of practical consulting solutions for public safety leaders. His role is grounded in a simple idea: Ohio agencies should be supported by professionals who understand Ohio law enforcement, Ohio communities, and the realities facing public safety leaders across the state.
In addition to his executive leadership experience, Chief Hughes is a nationally recognized instructor, speaker, and consultant. Since 2013, he has served as an instructor for Calibre Press and has trained thousands of law enforcement professionals throughout Ohio and across the United States. His training and consulting work focuses on leadership, accountability, organizational culture, officer wellness, decision-making, supervision, policy, and contemporary policing challenges.
At Aspirant, Chief Hughes will support agencies through Aspirant Ohio in several key areas, including policy review and development, Ohio Collaborative certification support, accreditation readiness, implementation and maintenance, leadership development, organizational assessments, training development, strategic planning, and public safety best practices. His background as a police chief, instructor, and consultant allows him to provide agencies with realistic and actionable support grounded in both executive leadership and day-to-day law enforcement experience.
Chief Hughes is a graduate of the FBI National Academy, a Certified Law Enforcement Executive, and holds a Bachelor of Science degree in Organizational Leadership from the University of Charleston. He currently serves on the Ohio Association of Chiefs of Police Professional Services Committee and Education Committee and serves as Vice President of the Board of Directors for the National Law Enforcement Officer Hall of Fame.
