Aspirant Consulting Group is proud to announce the addition of Captain Raymond A. Cogan III (Ret.) to our New Jersey Accreditation & Policy Team as an Accreditation Specialist. Captain Cogan brings more than 26 years of distinguished law-enforcement service and a proven record of excellence in policy development, accreditation management, and organizational leadership.
Throughout his career with the Winslow Township Police Department, Captain Cogan served as Accreditation Manager, Policy Writer, Criminal Investigation Unit Commander, Patrol Lieutenant, Detective Sergeant, Administrative Sergeant, and DEA Task Force Officer. His extensive operational and supervisory experience makes him a tremendous asset to the New Jersey agencies Aspirant serves.
Captain Cogan is known for his strategic thinking, integrity, and commitment to helping agencies build safer, more efficient, and more compliant operations.
He holds degrees from Rowan University and Rowan College of South Jersey, is ICS certified, and has extensive experience collaborating with community stakeholders, interagency partners, and local government leaders.
